{"id":141,"date":"2006-09-30T07:50:30","date_gmt":"2006-09-30T11:50:30","guid":{"rendered":"http:\/\/profcutler.com\/wordpress_blog\/?p=141"},"modified":"2007-02-27T22:14:46","modified_gmt":"2007-02-28T03:14:46","slug":"rumsfeld-cheney-the-untouchables","status":"publish","type":"post","link":"https:\/\/profcutler.com\/wordpress_blog\/?p=141","title":{"rendered":"Rumsfeld &#038; Cheney: The Untouchables"},"content":{"rendered":"<p>As I noted in a <a target=\"_blank\" href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=140\">previous post<\/a>, Bob Woodward&#8217;s new book, <em>State of Denial<\/em>, reports that former White House chief of staff Andy Card tried&#8211;twice&#8211;to oust Secretary of Defense Donald Rumsfeld.<\/p>\n<p>Why did Card fail?<\/p>\n<p>At one level, the answer seems simple enough: Rumsfeld retains the support of Vice President Dick Cheney.<\/p>\n<p>Let us speculate wildly for a moment.<\/p>\n<p>Imagine a scenario where Bush advisors move to dump Rumsfeld.  Cheney threatens, &#8220;You touch Rumsfeld (my mentor, the man who gave me my start in life during the Nixon and Ford administrations) and you <em>lose my cooperation<\/em>.&#8221;<\/p>\n<p>Now imagine that Bush advisors respond by saying to Cheney, &#8220;Nobody threatens the President.  You are fired.&#8221;<\/p>\n<p>End of story, right?<\/p>\n<p>I have a civics question: <em>Can the President of the United States <strong>fire<\/strong><\/em> <em>the Vice President<\/em>?<\/p>\n<p>My uneducated sense of the Constitution: No.<\/p>\n<p>The Vice President is elected.  The Vice President does not serve at the pleasure of the President.<\/p>\n<p>The best Bush could do is <em>alienate<\/em> the VP, not remove him.<br \/>\nDoes anyone&#8211;including Bush advisors&#8211;think the President could survive a direct confrontation with a rebellious Vice President sniping at him?<\/p>\n<p>Bush <a target=\"_blank\" href=\"http:\/\/www.nytimes.com\/2004\/05\/06\/politics\/06CABI.html?ex=1159761600&#038;en=4981da76178e7820&#038;ei=5070\">moved toward a confrontation with Rumsfeld<\/a> in May of &#8217;04 during the height of the Abu Ghraib revelations.<\/p>\n<p>That lasted about two or three days.  Then Cheney <a target=\"_blank\" href=\"http:\/\/www.cnn.com\/2004\/WORLD\/meast\/05\/09\/iraq.abuse.main.int\/\">issued a statement<\/a> calling Rumsfeld the best Secretary of Defense that the US has had.  And that was that.<\/p>\n<p>The last chance Bush advisors had to dump Rumsfeld and Cheney was in &#8217;04 when they could have <a target=\"_blank\" href=\"http:\/\/www.nytimes.com\/2004\/07\/15\/politics\/campaign\/15vice.html?ex=1247630400&#038;en=4be7295ddf2b5a14&#038;ei=5090&#038;partner=rssuserland\">dropped him from the &#8217;04 ticket<\/a>.
