{"id":188,"date":"2006-11-23T01:01:31","date_gmt":"2006-11-23T06:01:31","guid":{"rendered":"http:\/\/profcutler.com\/wordpress_blog\/?p=188"},"modified":"2007-02-27T22:07:17","modified_gmt":"2007-02-28T03:07:17","slug":"bashar-and-baker","status":"publish","type":"post","link":"https:\/\/profcutler.com\/wordpress_blog\/?p=188","title":{"rendered":"Bashar and Baker"},"content":{"rendered":"<p>It would seem that the <a target=\"_blank\" href=\"http:\/\/news.bbc.co.uk\/2\/hi\/middle_east\/6175270.stm\">assassination of Pierre Gemayel<\/a>&#8211;a leading figure from the Lebanese &#8220;Cedar Revolution&#8221; and a member of a very prominent Maronite Christian family&#8211;has undermined James Baker&#8217;s plans for engagement with the Syrian regime less likely, at least for now.<\/p>\n<p>The very fact that <a target=\"_blank\" href=\"http:\/\/www.nytimes.com\/2006\/10\/09\/world\/middleeast\/09baker.html?ex=1318046400&#038;en=7714bea62938120f&#038;ei=5088&#038;partner=rssnyt&#038;emc=rss\">Baker<\/a>&#8211;along with <a target=\"_blank\" href=\"http:\/\/www.guardian.co.uk\/iran\/story\/0,,1945397,00.html\">Tony Blair<\/a> and <a target=\"_blank\" href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=184\">some political elites in Israel<\/a>&#8211;were pressing for a dialogue with the Syrian regime makes it all the more surprising that Syrian President Bashar al-Assad would have chosen this moment to flaunt his capacity for political violence.<\/p>\n<p>There are two related ways of understanding how events might have moved toward a Syrian attack on Gemayel and his alllies in the so-called &#8220;<a target=\"_blank\" href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=111\">March 14<\/a>&#8221; movement.<\/p>\n<p>First, even as Baker and Co. were pressing for engagement with Syria, Right Zionists and US Ambassador to the UN, John Bolton, were pressing for a tribunal to hear evidence against those allegedly involved in the February 14, 2005 assassination of former Lebanese Prime Minister Rafik Hariri.<\/p>\n<p>In a September 1, 2006 <a target=\"_blank\" href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=111\"><em>Washington Post<\/em><\/a> column, for example, Charles Krauthammer had this to say about US relations with Syria.<\/p>\n<blockquote><p>We should be especially aggressive at the United Nations in pursuing the investigation of Syria for the murder of Rafiq Hariri&#8230;<\/p><\/blockquote>\n<p>And John Bolton was, indeed, aggressive&#8211;even as the Russians and Syrians tried to delay an agreement on a the formation of an international tribunal while Syria&#8217;s allies pressed for enhanced political power in Lebanon.\u00c2\u00a0 According to a November 8, 2006 report in the <a target=\"_blank\" href=\"http:\/\/www.nysun.com\/article\/43150\"><em>New York Sun<\/em><\/a>:<\/p>\n<blockquote><p><span class=\"article_small\" id=\"article\"><strong>The United Nations is pushing for the tribunal to be organized as quickly as possible<\/strong>, even before the completion of the U.N. investigation into the February 2005 Hariri assassination, a U.N. spokesman, Stephane Dujarric, told The New York Sun yesterday.<\/span><\/p>\n<p><span class=\"article_small\" id=\"article\">&#8220;We&#8217;ve got a number of changes we want, but <strong>we&#8217;re very concerned to move quickly to set up the tribunal<\/strong>,&#8221; the American ambassador to the United Nations, John Bolton, said yesterday. &#8220;We think that&#8217;s <strong>very important to do as a political signal<\/strong>.&#8221;<\/span><\/p><\/blockquote>\n<p>Presumably, this was not exactly the same &#8220;political signal&#8221; that James Baker was trying to send to Demascus.<\/p>\n<p>But the Bolton v. Baker split is not the only factional angle to this story.<\/p>\n<p>There may also be a similar split within the Syrian regime itself.<\/p>\n<p>Speculate a bit: Bashar may not have a firm grip on power in Syria.<\/p>\n<p>On the one hand, the US, France, and Saudi Arabia have already cultivated an alternative &#8220;<a target=\"_blank\" href=\"http:\/\/www.upi.com\/InternationalIntelligence\/view.php?StoryID=20061020-085546-4028r\">government in waiting<\/a>&#8221; prepared to step in at any moment.\u00c2\u00a0 This, along with the outreach of figures like James Baker and Tony Blair, make it very attractive for Bashar al-Assad to adopt a <a target=\"_blank\" href=\"http:\/\/abcnews.go.com\/International\/wireStory?id=2633749&#038;CMP=OTC-RSSFeeds0312\">moderate approach<\/a> to regional relations.<\/p>\n<p>On the other hand, if an accord with the US means submitting to an international tribunal then Bashar may be either unable or unwilling to cross that bridge.<\/p>\n<p>In a November 22, 2006 <a target=\"_blank\" href=\"http:\/\/www.dailystar.com.lb\/article.asp?edition_id=10&#038;categ_id=5&#038;article_id=77065\"><em>Daily Star<\/em><\/a> editorial, Michael Young makes the point:<\/p>\n<blockquote><p>The tribunal is Syria&#8217;s Achilles heel. Even if a mid-level intelligence operative is accused, the centralized nature of the Syrian system is such that <strong>prosecutors will soon end up at the peak of the security apparatus, perhaps reaching into President Bashar Assad&#8217;s inner sanctum<\/strong>. The fight over the future of the Syrian regime is taking place now, and <strong>the only option Assad might be left with if the process goes through is to rid himself of essential pillars of support<\/strong>. This could be as damaging to him as being held personally responsible for ordering the Hariri hit.<\/p><\/blockquote>\n<p>Let&#8217;s be more clear: the pillar of support in question is Bashar al-Assad&#8217;s own family.<\/p>\n<p>According to the <a target=\"_blank\" href=\"http:\/\/abcnews.go.com\/International\/wireStory?id=1726100&#038;CMP=OTC-RSSFeeds0312\">Associated Press<\/a>:<\/p>\n<blockquote><p><strong>U.N. investigators had earlier implicated top Syrian<\/strong> and Lebanese <strong>officials<\/strong> in the explosion that killed Hariri and 22 others on Feb. 14, 2005. Among those linked to the killing was <strong>Brig. Gen. Assaf Shawkat, Syria\u00e2\u20ac\u2122s military intelligence chief and Assad\u00e2\u20ac\u2122s brother-in-law<\/strong>.<\/p><\/blockquote>\n<p>Is Bashar al-Assad seeking to protect his brother-in-law Assaf Shawkat? Or, is Shawkat seeking to protect himself, without the knowledge or approval of the Syrian President?<\/p>\n<p>If US officials believe that Bashar al-Assad is in a battle with Shawkat for control of Syria then Baker will find his way to Damascus, sooner or later.<\/p>\n<p>If US officials believe that Bashar al-Assad has made his peace with Shawkat, then it would not be surprising to wake up to news of a coup in Syria one of these days.<\/p>\n<blockquote><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>It would seem that the assassination of Pierre Gemayel&#8211;a leading figure from the Lebanese &#8220;Cedar Revolution&#8221; and a member of a very prominent Maronite Christian family&#8211;has undermined James Baker&#8217;s plans for engagement with the Syrian regime less likely, at least for now.
