{"id":266,"date":"2007-03-28T05:09:14","date_gmt":"2007-03-28T10:09:14","guid":{"rendered":"http:\/\/profcutler.com\/wordpress_blog\/?p=266"},"modified":"2007-03-28T05:09:14","modified_gmt":"2007-03-28T10:09:14","slug":"a-saudi-snub","status":"publish","type":"post","link":"https:\/\/profcutler.com\/wordpress_blog\/?p=266","title":{"rendered":"A Saudi Snub"},"content":{"rendered":"<p><meta http-equiv=\"Content-Language\" content=\"en-us\" \/> <meta http-equiv=\"Content-Type\" content=\"text\/html; charset=windows-1252\" \/><title>In a prior post<\/title>In <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=265\">a prior post<\/a>, I  described indications of increased tension between Saudi King Abdullah and the  Bush administration.<\/p>\n<p>Jim Hoagland&#8217;s most recent<em> Washington Post<\/em> column&#8211;&#8220;<a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2007\/03\/27\/AR2007032701761.html\">Bush&#8217;s  Royal Trouble<\/a>&#8220;&#8211;tends to<em> <\/em>support such an interpretation.\u00c2\u00a0  Hoagland reports on what appears to be a significant Saudi snub.<\/p>\n<p>According to Hoagland&#8217;s account, the Saudis may still be split between those,  like Prince Bandar, who championed a Cheney-backed &#8220;break-their-bones  realignment&#8221; in the Middle East and those who supported &#8220;traditional caution&#8221; in  regional diplomacy.\u00c2\u00a0 But King Abdullah appears to have shifted the balance  away from Bandar and Cheney&#8217;s realignment:<\/p>\n<blockquote><p>President Bush enjoys hosting formal state dinners about as much as  \thaving a root canal. Or proposing tax increases. So his decision to schedule  \ta mid-April White House gala for Saudi Arabia&#8217;s King Abdullah signified the  \tpresident&#8217;s high regard for an Arab monarch who is also a Bush family  \tfriend.<\/p>\n<p>Now the White House ponders what Abdullah&#8217;s sudden and sparsely explained  \tcancellation of the dinner signifies. Nothing good&#8230;<\/p>\n<p>Abdullah&#8217;s reluctance to be seen socializing at the White House this  \tspring reflects two related dynamics: a scampering back by the Saudis to  \ttheir traditional caution in trying to balance regional forces, and their  \tdispleasure with negative U.S. reaction to their decision to return to  \tco-opting or placating foes.<\/p>\n<p>Abdullah gave a warm welcome to Iranian President Mahmoud Ahmadinejad in  \tRiyadh in early March, not long after the Saudis pressured Palestinian  \tPresident Mahmoud Abbas into accepting a political accord that entrenches  \tHamas in an unwieldy coalition government with Abbas&#8217;s Fatah movement.<\/p>\n<p>&#8220;The Saudis surprised us by going that far,&#8221; explained one White House  \tofficial in a comment that reached &#8212; and irritated &#8212; Saudi officials&#8230;.<\/p>\n<p>A few months ago, Bandar was championing the confrontational  \t&#8220;realignment&#8221; approach in Saudi family councils: Iran&#8217;s power would be  \tbroken, the Syrians would have to give up hegemonic designs on Lebanon,  \tetc., etc&#8230;.<\/p>\n<p>Part of the royal family was unhappy with [Prince] Bandar&#8217;s earlier  \tbreak-their-bones realignment rhetoric. Abdullah would not want to come to  \tWashington to front for a divided family. He may need more time to patch  \tthings.<\/p><\/blockquote>\n<p>Among other things, Hoagland&#8217;s view appears to lend support to an argument I  made in <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=244\">a previous post<\/a>  that Saudi pressure for a political accord between Hamas and Fatah was <em>not<\/em>  supported by the White House, least of all Cheney &#038; Co.<\/p>\n<p>How does Cheney react to Saudi defiance?\u00c2\u00a0 It can&#8217;t be pretty.<\/p>\n<p>The last time Cheney was confronted with a major <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=56\">breakdown in relations with  Saudi Arabia<\/a>, he launched <a href=\"http:\/\/www.zmag.org\/content\/showarticle.cfm?ItemID=10185\">a war in Iraq<\/a>.\u00c2\u00a0  What will it be this time?<\/p>\n<p>Oh, right&#8230; I forgot.<\/p>\n<p><a href=\"http:\/\/www.nytimes.com\/2007\/03\/28\/washington\/28military.html?_r=1&#038;ref=middleeast&#038;oref=slogin\"> Iran<\/a>.<\/p>\n<blockquote><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>In a prior postIn a prior post, I described indications of increased tension between Saudi King Abdullah and the Bush administration.
