charset=windows-1252\" \/><title>New Page 1<\/title>&#8220;Cutler&#8217;s Blog&#8221; is one year old today.<\/p>\n<p>The <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=34\">first post<\/a>  examined the &#8220;decision&#8221; of Prime Minister Ibrahim al-Jaafari to step aside  amidst considerable pressure from Washington.<\/p>\n<p>By <em>some<\/em> measures, it looks like the political process hasn&#8217;t changed  much in a year.<\/p>\n<p>One year ago, Bush administration Right Arabists were busy trying to curb  Shiite power and woo the Sunni minority back into the political process.<\/p>\n<p>This week, Defense Secretary Robert Gates delivered that same message to  Baghdad.\u00c2\u00a0 The <em>Washington Post<\/em> <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2007\/04\/20\/AR2007042002049.html?hpid=sec-nations\"> reports<\/a>:<\/p>\n<blockquote><p>Gates on Friday called the Baghdad security plan &#8220;a strategy for buying  \ttime for progress toward justice and reconciliation.&#8221;<\/p>\n<p>He urged Iraq&#8217;s parliament to pass legislation on provincial elections, the  \texploitation of the country&#8217;s vast oil resources, the status of former  \tmembers of the Baath Party of Saddam Hussein and other issues before the  \tlawmakers recess this summer. &#8220;These measures will not fix all of the  \tproblems in Iraq, but they will manifest the will of the entire government  \tof Iraq to be a government for all the people of Iraq in the future,&#8221; he  \tsaid.<\/p><\/blockquote>\n<p>In April 2006, however, the US managed to oust Jaafari only to settle for his  deputy, Prime Minister Maliki.<\/p>\n<p>One year later, Maliki&#8211;like Jaafari&#8211;retains some independence from the  Washington&#8217;s Right Arabists.<\/p>\n<blockquote><p>Asked how Iraqi Prime Minister Nouri al-Maliki had responded, Gates said  \tMaliki had reminded him that the parliament is independent, suggesting he  \tcould make no assurances on the legislation.<\/p>\n<p>Hasan Suneid, a lawmaker and adviser to Maliki, said the Iraqi government  \twould like to see both the oil legislation and de-Baathification proposal  \tpass, but at their own pace. &#8220;These demands are already Iraqi demands,&#8221; he  \tsaid. &#8220;The most important thing is to achieve discussion of these plans.  \tTime is irrelevant.&#8221;<\/p><\/blockquote>\n<p>The &#8220;independence&#8221; of the Shiite political establishment should not be  exaggerated, but neither should it be viewed as an unmitigated disaster for  Washington&#8217;s political establishment.<\/p>\n<p>The beleaguered Right Zionists (i.e., Neocons) have little left to show for  themselves in Washington (save for <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=211\">David Wurmser<\/a> and John  Hannah in Cheney&#8217;s office and <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=123\">Elliott Abrams<\/a> at the  National Security Council, and perhaps a smattering of lesser figures).<\/p>\n<p>But unlike Washington&#8217;s Right Arabists, some Right Zionists&#8211;most recently, <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=274\">Fouad Ajami<\/a>&#8211;are quite  pleased by signs of Shiite power and Shiite independence from Right Arabist  Washington.<\/p>\n<p>What I cannot figure out, one year later, is how this story ends.<\/p>\n<p>Will &#8220;facts on the ground&#8221; in Baghdad force Right Arabist Washington to come  to terms with Shiite power in Iraq?\u00c2\u00a0 <em>Or<\/em> will Right Arabist  Washington lose patience with Iraqi Shiites and force an <a href=\"http:\/\/www.atimes.com\/atimes\/Middle_East\/ID03Ak04.html\">anti-Shiite  coup<\/a> in Iraq?<\/p>\n<p>I would not have predicted that the current political &#8220;<a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=206\">muddle<\/a>&#8221;  could have gone on as long as it has.<\/p>\n<p>At one point in the last year, it looked as though James Baker&#8217;s Right  Arabists were preparing for <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=174\">a clean sweep<\/a> in  Washington.<\/p>\n<p>It didn&#8217;t happen.<\/p>\n<p>And then there were signs that 2007 might tilt dramatically toward <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=200\">Shiite power in Iraq<\/a>  and Right Zionist influence in Washington, <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=209\">courtesy of Vice President  Cheney<\/a>.<\/p>\n<p>Nothing quite so dramatic has yet unfolded in 2007.<\/p>\n<p>The <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=256\">political meaning  of the surge<\/a> remains highly ambiguous and the additional US forces will not  be in place until June.<\/p>\n<p>If Shiite power in Iraq is linked to <em>regime change<\/em> in Iran&#8211;the <a href=\"http:\/\/www.zmag.org\/content\/showarticle.cfm?ItemID=10185\">original  Right Zionist plan for &#8220;Dual Rollback&#8221;<\/a>&#8211;then there are few signs such a plan  has any legs in Washington (to say nothing of its chances in Tehran).<\/p>\n<p>As I noted in <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=273\">a recent  post<\/a>, Right Zionists like Richard Perle feel utterly betrayed by US policy  toward Iran.\u00c2\u00a0 Here is <a href=\"http:\/\/www.foreignpolicy.com\/story\/cms.php?story_id=3766&#038;print=1\">Perle<\/a>:<\/p>\n<blockquote><p>It astonishes me that we have no political strategy that entails working  \twith the opposition and that reflects how unpopular the theocracy is. It\u00e2\u20ac\u2122s a  \tcomplete failure of imagination. We had such a strategy with Franco\u00e2\u20ac\u2122s Spain,  \twith Salazar\u00e2\u20ac\u2122s Portugal, with Marcos\u00e2\u20ac\u2122s Philippines, with Milosevic\u00e2\u20ac\u2122s  \tYugoslavia, and with Poland during Solidarity. In Iran you have mullahs who  \tare acting in a political capacity\u00e2\u20ac\u201dwho basically rule by force, with the  \tbacking of the Basij\u00e2\u20ac\u201dand they ought to receive a political challenge. There  \tare clerics in Iran, such as Grand Ayatollah Hossein Ali Montazeri, who  \tdon\u00e2\u20ac\u2122t like the theocracy. And there are lots of indications that a majority  \tof the Iranian people, and certainly the overwhelming majority of young  \tIranians, identify with Western concepts of government\u00e2\u20ac\u00a6 There is plenty of  \tscope for a political strategy in Iran, and I think the Iranian mullahs fear  \tit. They must wake up everyday saying to themselves, \u00e2\u20ac\u0153I can\u00e2\u20ac\u2122t understand why  \tthese Americans haven\u00e2\u20ac\u2122t done anything to use our unpopularity against us.\u00e2\u20ac\u009d  \tThey must be as puzzled as I am.<\/p><\/blockquote>\n<p>If Perle has any friends in high places, they are now as <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=248\">likely to be Democrats<\/a>  as Republicans.<\/p>\n<p>The <em>Washington Times<\/em> <a href=\"http:\/\/www.washtimes.com\/business\/20070418-095011-1367r.htm\">reported  this week<\/a> that some Democrats are trying to &#8220;<em>out hawk<\/em>&#8221; the Bush  administration on Iran:<\/p>\n<blockquote><p>Rep. Brad Sherman, California Democrat, criticized the administration for  \tnot taking action under the Iran Sanctions Act.<\/p>\n<p>That law requires imposing sanctions on foreign companies that invest more  \tthan $20 million in one year in Iran&#8217;s energy sector.<\/p>\n<p>Mr. Sherman, chairman of the House Foreign Affairs terrorism,  \tnonproliferation and trade subcommittee, included a list of foreign  \tcompanies that have invested millions or more than $1 billion in Iranian  \tenergy.<\/p>\n<p>Although the administration may say the deals may not go through or the full  \textent of the investments will not be realized, &#8220;it strains credulity to say  \tthat no single $20 million investment has occurred in Iran in the past  \tdecade driving any calendar year,&#8221; he said.<\/p>\n<p>&#8220;The fact of the matter is that the State Department refuses to find  \tevidence of the investments that would trigger the act because they do not  \twant to find evidence of such investments.&#8221;<\/p><\/blockquote>\n<p>But even Dem Zionists seem to be split on how to proceed.\u00c2\u00a0 California  Congressman <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=262\">Tom Lantos<\/a>&#8211;traditionally <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=172\">a great friend of Israel<\/a>&#8211;reaching  out to Russia, Syria, and <a href=\"http:\/\/sfgate.com\/cgi-bin\/article.cgi?f=\/c\/a\/2007\/04\/10\/BAGV9P6C0S6.DTL\"> even Iran<\/a>.<\/p>\n<p>So, the <a href=\"https:\/\/profcutler.com\/wordpress_blog\/?p=258\">muddle  continues<\/a>.<\/p>\n<p>And so does &#8220;Cutler&#8217;s Blog.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>New Page 1&#8220;Cutler&#8217;s Blog&#8221; is one year old today.
